Implement year filters #346

Based on the suggestions from our meeting, I have updated the year filter:

merge year filter with start date filter
year is filtered by on the startDate of challenge from 01-01 to 12-31, e.g. 2015-2018 -> 2015-01-01 to 2018-12-31
use singular years for recent challenges
use range of years for way older challenges
add custom option to use datepicker -> avoid the confusion that users don't which filter is applied
