[ ] Identify how to implement topic in the microservices
[ ] Add topics to the OA description
[ ] Update the challenge service
[ ] Update the api client for angular

@rrchai inputDataTypes and topics deserve their own issue. Implementing inputDataTypes should be relatively straightforward but tag may be a bit more complicated depending on whether we plan for user to define new tags. Thanks!
