Integrating the documentation about developing or a remote host to the new docs site because:

all monorepo users are invited to create a new EC2 that is based on AmazonLinux2023
@sagely1 is about to need it to start developing in the monorepo

We are running low on %FTE so I'm going to merge it now and ask the monorepo users and @sagely1 for feedback when they use the new doc page.
