Update local deployment with and without docker-compose

All the docker images the portal depends on are now publicly available.

[x] Follow and update instructions to run the portal local (see wiki)
[x] Update docker related files and attempt to deploy locally using docker-compose

Install mongo client on Mac OS for testing purpose:

brew tap mongodb/brew
brew install mongodb-community-shell

Can now deploy the portal locally
