Give feedback and reincorporate suggestions to governance updates

From pulling in #556, @kelshmo and I identified a few wording suggestions to the governance doc. We should go back to the governance team with those suggestions to get them approved.

• "I commit" in the ethics pledge
• proclamation that 'Synapse community members' must do certain things, instead of highlighting them as good behaviors (the contributor convenant labels this section "Examples of behavior that contributes to creating a positive environment")
• Statement: 'The Synapse community is open and positive' - this is speculative.
• Statement: 'Participating in Synapse is a choice'. - This is either non-information, because it's obvious that a user chooses to register; it is also not necessarily true in the context of grant awards which stipulate the use of Synapse. It could be reworded to say 'participating in the Synapse Community is a choice' if 'Synapse Community' is defined more clearly (not just uploading a file means you are in the Synapse Community. See #586).

@ankimno came to the working meeting today and we discussed - agree that most of the issues we noted are around who exactly is the Synapse community and defining that more precisely.
