clarify what clicking 'public' does in sharing settings #660

In order to make something public, a user needs to click the 'public' button. This adds two 'hidden' users to their sharing settings anonymous and all registered Synapse users.

If someone wants to make things available to all registered Synapse users, they would need to click the 'public' button and then remove anonymous users.

Anonymous users can only get view permissions.
