Add AD annotation schema and move templates to new folder

Changes:

• Move metadata templates into a new metadata_templates folder to distinguish better between templates and annotations schema.
• Add AD annotation schema. Note that this is the first, test version, and does not include versioning of the schema, nor dictionary terms. This will need to be added when a reasonable maintenance system is determined. These are also not registered in Synapse, yet. Since the templates are registered under sysbio.metadataTemplates org, I named these as having the org sysbio.annotations.

Need to determine:

• Does this reorganization affect any of Cindy's scripts that may be running?

This shouldn't break anything (that I'm aware of). The script for generating the templates runs off the config file and grabs the registered templates.
