Tweak script to save template to consortium template folder #119

This PR includes two changes:

  1. update the synapseID for AD's metadata template folder in schemas.yml
  2. refactor the create_template_from_Syn_schema.py to enable it save template to AD/PEC template folder. The consortium template folder ID would be automatically generated by referring to schemas.yml.

Sorry I forgot about this! It seems like there's a conflict now but I figure you can resolve that. :D

Since I renamed the create_template_from_Syn_schema.py in another PR and accidentally get rid of the original script, will close the PR and re-open one.
