I can not quite replicate the behaviour you mentioned. The only bug i could replicate is, that if the value is set to a negative value, even a positive value in the max will still not stop lock picking, i will fix that with the next update. Could you send me a screenshot of the exact lock L&K settings you used in your two examples?
Lock picking if it's a failed attempt makes the lock unpickable when set to -1 after 1 failed attempt. When setting the system to 999. It works correctly but it does not subtract a use.
