[FEATURE] Rescale mounting token #58

I would like to request an option to rescale the token mounted on another token please. For example, rescaling the rider token to 0.5 when they are mounted on a horse token. For me, this is predominately to allow a better view of the token underneath when using round tokens, but I suspect there could be other applications. I think this setting would be best placed on the mounted token, so all tokens mounting that token are rescaled accordingly.

There is a similar world setting already called "Adjust rider size" (and "Adjust rider size factor"), there however is a problem, foundry only allows for certain scales (i think 0.5 is pretty much the only scaling foundry will allow) when it comes to the dimensions values. I will look into adding a scale affecting option on a per token basis though.

Just to add, for my particular case, I would like to be able to scale down the mounting token even where it is already smaller than the mounted token For example, a token of size 0.5 riding on a token of size 1 would be scaled down 50%, so they're technically size 0.25 with the combination of size 0.5 and scale 0.5. Not sure if that's an odd case, but my intention is to make the token underneath more visible, not necessarily easier to select, which I expect is the primary reason for wanting to resize a token.

I have added a riders scale as a per token setting with v2.18.0
