Investigate geotiffjs for streaming COGs instead of tilesets

Benefits:

• Streaming COGs
• Wide format and compression support (stripe, tile)
• Supports band/pixel interleave
• BigTIFF Support (limited)

Risks:

• New Library to test/implement
• We will need to use Git LFS (Large File Support) to host such large files
