I think this has kind of regressed since 0.1.0 since now the user is just shown a popup with no devices to choose from. That's actually kinda similar to what Chrome does, but it explicitly says that no devices match, and it also refreshes the popup when new a device is connected.
[ ] Say "No compatible devices found" instead of just showing the empty fieldset
[ ] Look for new devices being connected and add them to the fieldset (if options are satisfied)
