Replace broken underground feeder hardware #270

Underground feeder hardware on the AEON4 arena was found to be damaged. The expander breakout housing the magnetic encoder passive electronics seems to have suffered a short-circuit, possibly due to contact between the sensor and wheel metal components. The most effective way for now is to replace the components (note this is just the small magnetic encoder breakout board, not the entire device).

@aspaNeuro I opened this issue to track the work which has already been done. I am not sure if I described the full issue correctly as I seem to remember there were also some dispenser issues. Feel free to edit my description and close.

This issue was solved Friday 23 at night.
