This PR does:

Add a Flir camera to monitor lights, is a spinnaker BFS-U3-62M (S/N:21199218)
- It is connected to local trigger (125Hz) trigger source Remove the webcam from the workflow
Remove the webcam from the workflow
Compute timestamped average pixel brightness and log stream as new device stream LightMonitor with address 204
