Update SciViz local setup #346

This PR is branched off the datajoint_pipeline branch and

adds a separate SciViz specsheet for local development. The Video Streamer component is removed from this local spec sheet as pharus fails
updates the spec sheet path to the local version in docker-compose-local.yaml
updates the images versions in docker-compose-local.yaml to match those in production
updates the SciViz README.md accordingly
