Update mod build package and migrate to new .csproj format #74

This pull request...

updates to the latest mod build package;
migrates to the new simpler .csproj format;
replaces Harmony references with the new <EnableHarmony> option;
standardises the assets folder convention (now handled by the package);
standardises the target .NET Framework versions;
sets x86 builds to avoid processor architecture mismatch warnings.
