Currently the commands are added to the system menu which is available in admin mode only.

Would it be possible to add a custom menu usable by any user as an option?

Well sadly you would need to request this at the OctoPrint project, because this here is only an editor plugin to easily manage the commands through the web interface instead of manually editing the yaml file.
