UI Updates - Situation and Service tag behavior #257

If there is no data returned in the Situation or Service Tag fields of a service, I do not want to see the fields.

ACS If Service tag is blank, it should be hidden from the service card If Situation tag is blank, it should be hidden from the service card If either have data, they should appear in the Service Card.
