As a case worker, I want to send a client the notification, email/sms, about a referral program. This referral program may not of shown up in the recommended list but I knew about it and went to the record in the Referral program.
When I search and locate the referral program I want to click a button to send this program to a client. The system will prompt me to select the client and how I want to send the referral, email/sms.
