@W-16564111 Remove `clientIp` and `effectiveDateTime` from shopper context search params

Description

Remove clientIp and effectiveDateTime from the list of available shopper context search params in the Retail React App because:

• clientIp should not be set via query params and instead be set behind the scenes
• effectiveDateTime should not be set by customers and should only be set via Preview

How to Test-Drive This PR

• Start the local server npm start
• Attempt to update the clientIp and effectiveDateTime via query params: https://localhost:3000/?effectiveDateTime=2024-09-04T00:00:00Z&clientIp=13.108.0.0
• Open the developer console, go to the Network tab, verify the GET /shopper-context API call does not have clientIp or effectiveDateTime set
