Feature Request: Users rescheduling cancelled shifts #133

Looking at the documentation I see you've made it so cancelled shifts can't be rescheduled against to prevent troubles with Volunteer Recurrence Schedules.

A side-effect of this is that a person who uses the self-service site to schedule then cancel a shift can not reschedule the shift. I'd like to request that you make it so the self-service portal can ignore the canceled status thereby allowing users to reschedule cancelled shifts.
