If an animal is being transferred permanently to a new Organisation, the following should occur:

[ ] Potentially the creation of a 'Transfer record' that will include animal details including any due Animal Action, Vaccinations, Conditions etc
[ ] Outstanding tasks and Animal Actions could then be closed.
