Fix #34 - Added Permission Set Assignment Step to QA and Dev flows in CumulusCI YML File

Fix #35 - Added Validation Rule to Animal object (Not active by default) to require data is entered into Deceased Date and PTS Reason fields, should the record be updated to Deceased.

Fix #33 - This was actually not a security issue but was related to the Field Dependencies for the behaviour field not being updated. These have now been updated. I have also added some generic additional options "Do not handle", "Can be handled" and "Aggressive" and added these across the small animal types.
