When a user that is not admin create a new milestone he gets "Insufficient privileges to access project" error message.

I am also getting this issue. Very frustrating. Any other profile except for Admin seems to be unable to create milestones.

We also were able to work around this issue by setting the sharing permissions for project to public read/write under default external access. Obviously, this is not an ideal workaround
