NPCs Missing in Argent Tournament Grounds

Description: I championed all the faction in argent tournament and now i should be able to pick Crusader rank dailies but the npc: High Crusader Adelard is missing. Also the Crusader Quartemaster NPC is missing

How to reproduce: Go in the champion tent in Argent Tournament Grounds and see there is no High Crusader Adelard NPC and no Crusader Quartemaster. The npc was added in 3.1.3, but did nothing until 3.2 when the quests were added. During that time the vendor and quest givers also did nothing. Having them disabled makes it easier for them to control dailys, progression, and rewards without having to edit everything, they can just flag a few NPCs off and it's done.

Just for info if anyone didn't know. 3.0 -Tournament Grounds are a bare and unused bit of land that ends just at the mountian pass north of Sindragosa's Fall. (map)

3.1 -The area is enlarged and an incomplete frame of the arena was added with tents, joust rings and training areas. Dailys to gather wood from Crystalsong and Stone from Storm Peaks, the 1st part of the Black Knight questline, and asperant rank dailys added. (pic)

3.1.3 -Construction on the Crusaders Arena completed. The 2nd part of Black Knight questline and the Champion rank dailys and additional NPCs added.

3.2 -Trial of the Champion and Trial of the Crusader are held. Stone and wood dailys are removed (the npcs remain at the food vendor by the horde tent). Crusader rank dailys added. Hrothgar's Landing, Kvaldir, Horde, and Alliance ships added to the northern sea. The Beasts of Northrend NPCs added to Tournament Grounds.
