Description: When you unequip val'anyr, it will go off cooldown in your bags, and when you equip it, it wont go on cooldown when equipping it.
How to reproduce: Equip val'anyr, make it proc, take it off, wait for it to be off cooldown, put it back on, and watch it proc within 45 seconds.
How it should work: Val'anyr should go on cooldown when equipped.
