The quest "The Fate of Bloodbane" cannot be completed because it doesn't put you in the same phase as the mob.
Sometime ago I was in the same phase but after days of inactivity it just stood up on its own.
There is the an undead mob near ICC, where there is also the cemetery for those who die nearby.
He give some quest to enter the phase with Bloodbane.
