The item [Gleaming Quel'Serrar] with the item id = 49303 won't proc the armor and defense rating bonus.
How to reproduce:
I was hitting the dummy for like 10 minutes with both auto attacks, techniques and spells but still no proc.
How it should work:
This sword have no internal cooldown and have an average proc per minute like 2-3 ppm after testing in other servers, so it's like impossible to not have a proc in 10 minutes of hitting.
