The passive abillity from Draenei's Heroic Presence (increase hit chance by 1%) is not working if you use the Racial shift from Bloodelf to Draenei.
How to reproduce:
Create a bloodelf get 733 hit rating or (7.10%) which would give you 7% on bosses. With the draenei buff you should be hit capped but still missing abillities in this case Censure dot
