The quest "City of Light" Starts in shattrath, It leads to siding with either Aldor or Scryers reputation. At this moment I don't think it's possible to complete.
Go to shattrath, Find the ragged war veteran to get the quest, Then when u accept the follow up quest from khadgar "City of Light" will lead you to the quest, where you will see the NPC that is supposed to walk around shattrath is bugged and only follows you.
The way it should work is the NPC should walk around shattrath pausing at different locations and talking about said location. After the elemental walks around shattrath and walks back to khadgar the quest should complete at that point.
