This PR adds more granular reponsive styles for header, chart containers and footer. Also a few other minor amends:

Underlines on chart panel headings
New heading to replace 'Charts' on left hand column
Addition of map 'skirt' element to obscure distracting OpenStreetMap credit
Addition of required credit for OpenStreetMap contributors
