First join after changing resource pack & hash in the forcepack config doesn't load new resource pack #47

This seems to happen on a per-player basis, as every player will need to relog after joining the server after a config change & proxy restart in order to have the resource pack applied

I think I know why this happens, should be fixed for 1.3.0
