Login service: no way to disable/enable users #74

It could be desirable during certain mission phases to routinely disable/enable certain user logins to prevent accidental usage. However, the Login service does not provide such functionality.

(The obvious example is disabling logins during a LEOP, but other cases are possible.)

That is outside of the scope of the Login service, it is not a user/role management system
