Hi Developers at Abandoned Cart,

Thanks for contacting the Google Play team.

Status: Latest app update not available on Google Play

We’ve reviewed your appeal request and found that your app, SamSprung TooUI (com.eightbit.samsprung) is not compliant with Google Play Policy. If you submitted an update to an existing app, the version published prior to the update is still available on Google Play. I’ve included details below about the specific issue with your app and what you can do to get your app back on Google Play.

Step 1: Review the policy issues with your app

We found that your app is not compliant with the utilization of Accessibility API. Your app must meet prominent disclosure and consent requirements as outlined in the User Data policy as the use is not obvious to the user.

We were unable to approve your app because the app description on the Play Store does not reflect the use of AccessibilityService API.

Please update your app's long description so that it meets all the policy requirements.

You may also read through Use of the AccessibilityService API for more details.

For additional help, you can review the following resources:

Please update your app to fix this issue. You may also want to double check that your app complies with all other Developer Program Policies.

Step 2: Submit a compliant update or remove the permission from your app

Once you’re ready to submit a compliant version of your app:

  1. Make the necessary updates to address the issue(s) identified above or please remove the permission from your manifest and in-app functionality.
  2. Double check that your app is compliant with all other Developer Program Policies.
  3. Sign in to your Play Console and submit the update to your app.

Please let us know if you have any other questions. Thanks for working with us to fix the policy issue and for your continued support of Google Play. Regards, Seby The Google Play Team

Hello,

Thanks for reiterating the violation email, but this is an appeal. The purpose of an appeal is to provide further details justifying why I feel the original decision was incorrect in exchange for further details on the specific reason the original reason still holds or an overturning of the decision. As you may be aware, reciting the policy is already done in the original decision. This would make reciting it as justification for denying an appeal almost entirely pointless.

Allow me to be more clear, as you should have done. I already know what you think is wrong, but I have been provided with no logic or reason why the existing disclosure is being labeled as non-existent when any decently literate person can locate the words "Accessibility" and "Disclosure" in my listing and at least make some inference that it must have something to do with the thing being asked.

If anything, I am starting to suspect that the appeal is fraudulent. I receive no clarification and the entire policy issue appears to be unsubstantiated.

Removal of Accessibility from Google Play is the direct result of implied discrimination. When taking the following quotes and the rejection of a secondary back button where a system button is unavailable into account, it becomes clear that the internal definition of "challenges" used by the Google Play Team is rather specific. When directly asked whether the issue was that the Google Play Team has "a specific 'disability' in mind when performing the review" of Accessibility disclosure, the Google Play Team responded that they were unable to provide further details.

Please provide more details in defining the purpose of why Accessibility permission is required. As per Use of the AccessibilityService API, it should be obvious when reading the Google Play Store description of an accessibility tool who those users are and how the app helps them meet the challenges they face.

As much as I'd like to help, I’m not able to provide any more details or a better answer to your question. In our previous email, I made sure to include all the information available to me.

When defining the purpose of why Accessibility permission is required, kindly provide more details on who those users are and how the app helps them.
