Fixes #117

This pull request establishes a versioning policy for the WarpSQL codebase to ensure consistent versioning.

@singhalkarun should we also release docker images for each commit on master for testing purpose ? Example: dev.<git SHA>-pg15-alpine

Don't feel a need to do this but we surely should provide a way to release docker image for a commit on a need basis.
