Fixes #7

  1. Installed the required build dependency.
  2. Downloaded pg_repack from PGXN and built it.
  3. Installed pg_repack.
  4. Cleaned up the build dependencies.
  5. Updated the smoke test for pg_repack.

Testing

I have tested the images locally and found no issues.
