Server side:

APIs to provide visualization data required in budget summary report
Capture Audit information of Budget Summary Report being generated by a User for which Municipality and BudgetYear at what time

Frontend side:

Generate the summary report with graphs and charts and tables as per attached reference document using the api data obtained from backend
Report is available only for
1. "Approved" Budgets and
2. Municipality Admin users
