The reason I didn't implement this immediately is because I want it to also support the convert-to-local-time cookie

I don't think I want to put a checkbox by each comment, and I actually don't really like the checkbox at the top of each post. I'm considering removing that checkbox entirely and adding some sort of settings page where you could choose whether time zones convert to local time.

On second thought, I might just remove it. What was the point? And it's not consistent (not every date is converted to local time)
