Package published archives as opposed to new builds from repo

Purpose of code changes on this branch:

Packaging currently creates a new build by downloading an external reference to 
the source repository. This makes the binaries that go into the packages 
slightly different than the published ones. This branch proposes to download 
the published archives, extract their contents and then use it as the base for 
packaging.

When reviewing my code changes, please focus on:

Primarily pack.cmd.

After the review, feel free to merge this branch into:
/pkg
