provide an OData feed of ELMAH errors #290

To help enable more consumers of the ELMAH data, providing an OData feed would 
allow easier access/analysis/aggregation/tracking of these errors.

NOTE: I don't know enough about ELMAH to know if this is something that belongs 
in 'core' or whether there are sufficient extensibility points already in place 
that make this viable as a different package that just depends on ELMAH (via 
NuGet I would imagine?), so if the latter, please feel free to close as 'out of 
scope' along with any pointers/recommendations for how to do so (or other 
projects that may already do similar kinds of access to ELMAH's data).
