Add recipe condition to Spectrum recipes

Spectrum potion workshop recipes are loaded even if spectrum is not present Adding a "fabric:load_conditions" to all of the recipes fixes this, although I'm not sure if this causes issues on forge, as the spectrum recipes are in common

I helped code this part; unsure how that will affect it. a good number of those recipes are hidden to incorporate each pigment with a recipe and one all encompassing one as a dummy to show all the possible brews
