fluidsBreakRedstone=false & liquid update bug #16

When fluidsBreakRedstone is set to false, it is possible to trigger liquid update even if blockplaceevent is cancelled.

To replicate:

Install FactionsUUID, claim some land (I assume any protection plugin will work)
Place some water in claimed land and manipulate flow, manipulate water flow, remove blocks... similar situation as with regens

The part where it starts bugging...

Go to another account, go to claimed land, try to place redstone torch next to those liquids, it will reset liquid source even tho redstone torch placement is cancelled.

This is an upstream issue, where redstone and possibly other blocks can provide physics updates even though the event is cancelled.

Should be fixed with 81399e4ff57eefbc9d521e1fe94222a54c55021c
