Add feature in KM4,KM0 fault handlers to indicate fault via backup register
Implement timer using TIMER2 to read backup register and check if fault happened in KM4/KM0
Add config CONFIG_AMEBASMART_CORE_CHECK_INTERVAL to control interval of timer, default set to 5 seconds
Add reboot reason REBOOT_SYSTEM_CORE_FAULT to indicate reboot due to KM4/KM0 fault
