Spexsrv update #27

Primary changes:

  1. Reintroduced missing assets for SpexSrv (html templates, CSS sheets)
  2. Updated references in code and documentation to point to new home at github.com/SamsungDS/Spex
  3. Removed assets, workflow, documentation and more pertaining to Docker setup. It was broken, unused, and CI checks were failing because of it.
