When in Dex mode, the only allowed "physical keyboard" is the Samsung Keyboard. This means there are no options to customize keyboard shortcuts/mapping within the keyboard software itself and the only ability to customize anything is by using custom keyboard mappings with the Samsung Keyboard.
This works in general (e.g. when I do caps+d, this sends the HOME key), but unfortunately not in chromium–based browsers, which includes Samsung Internet. The issue is described in detail in this upstream chromium bug report.
The reason I'm creating a separate issue here is that while I wouldn't be surprised if chromium didn't think this is a priority ("just use better physical keyboard software"), I sort of do expect Samsung's browser to have this working correctly, since afaik the only setup where there isn't a workaround is Dex.
