Is your feature request related to a problem? Please describe. In order to best make use of multiple languages, the user should be allowed to select their language without having to rely on the browser to get it right

Describe the solution you'd like Add a component that will allow the user to select the language

Base component has been added in 95c8d5113fc527f80430278ebd9edaaa680ba95a

Still needs to be styled but initial functional tests look good
