Discussion around the proposal template.

We are lacking an open discussion process for Sandbox API. We need a template to base future proposals on.

The template should contain the fillowing sections :

metadata (type, author, contributors, status, link to discussion thread, dependencies)
summary : a brief explanation of what we want to do and why
motivation : a more thorough explanation of why we need it
description : details about the proposal
limitations : acknowledged (potential) problems or drawbacks of the proposal

Do you think the proposal should be updated with implementation status in different projects & versions ?

I think it'd make more sense to document that in the feature/api parity pages on the website.
