Moderator permissions #35

A permission model needs to be set up that allows site moderators to manage content, navigation menus, theme options, etc.

Reported by @bahoo, WP strips iframe, embed, and other similar tags from underprivileged authors.

Moderators should have the unfiltered_html capability.
