Overseas transport details entry

Describe the bug Overseas transport details - Distance (overseas) field and Vehicle (overseas) field are displayed as mandatory fields to be filled. The user cannot proceed with the data entry if they do not complete these fields. Overseas transport details - Distance (overseas) field and Vehicle (overseas) field SHOULD NOT be marked as mandatory. These are only optional fields to be filled by the user if imported materials are used. This issue is present in Substructure, Superstructure, Internal and external finishes and so on.

To Reproduce Steps to reproduce the behavior: Open B-SAT > Substructure/ Superstructure (Main phases) > Sub phases ( Walls and facades etc)

Expected behavior When users make a material entry under all main phases and sub phases only the local transport detail entry (Local distance/ Local vehicle) should be mandatory and compulsory to be filled. Overseas transport components ( Overseas distance/ Overseas vehicle) should not be mandatory fields to be filled. The user should be able to leave these two fields blanks ( Overseas distance, Overseas vehicle), save the project and proceed.
