Unable to choose a material category when user is adding a new material to project

When adding a new material as a user, the material category drop down does not appear.

To Reproduce Steps to reproduce the behavior:

1. Go to '...'
2. Click on '....'
3. Scroll down to '....'
4. See error

Mr Sangeeth I am creating this project not using my administrator account but as a normal user. Just FYI
